1.  Characterize the terrorist threat of information warfare as it
exists today and might exist in 5 or 10 years.  Who might conduct it,
for what reason, against what target, and with what possible outcomes?

2.  What should be done to prepare for possible infowar attacks from
terrorists and who should do it -- government?  industry?  other?

3.  Are current defenses adequate for the threat as it exists today?
